A New Approach to Disability: Sparkling New Facility Raises Visibility of Movement

Tax Credit Advisory, February 2011: The disability movement has a sparkling, visible new national symbol in a two-story development in Berkeley, Calif., funded in part by the federal new markets tax credit. The projects used the “targeted populations” criteria to qualify for this incentive.
The new Ed Roberts Campus (ERC), an 85,000-square-foot facility, is the nation’s first universal design, transit-oriented development serving persons with disabilities. Named after Ed V. Roberts, a Californian recognized as an early founder of the Independent Living Movement, the Ed Roberts Campus offers an array of on-site programs and services for clients with various disabilities. Most clients are low-income and use public transportation to get to and from the center.
