New Guidance Covers Reviews for Renovations to Federal Historic Buildings

Tax Credit Advisor, September 2009: The federal Advisory Council on Historic Preservation (ACHP) has provided guidance on how the General Services Administration (GSA) can meet its Section 106 responsibilities regarding certain planned improvements to historic public buildings managed by GSA.
The guidance is in the form of a “program notice” requested by GSA that also includes guidelines for the planned improvements: the upgrading of windows, lighting, roofing, and HVAC systems in historic public buildings.
Section 106 of the National Historic Preservation Act requires federal agencies to consider the effects of their undertakings on historic properties before they act.
A program notice from ACHP negates the need for separate Section 106 reviews for each type of undertaking.
